Abstract

Online Business Licensing Services (OBLS) has been selected as our terminology to name e- Government services (not necessarily in form of one single portal) particularly dealing with business licensing and related information providing. Indonesian National Single Window for Investment (NSWI) and SPIPISE (Electronic System for Investment Licensing and Information Delivering) are two main platforms of services having the intention to provide OBLS across Indonesia. Aligning OBLS with Open Government concepts, three main aspects have revealed: data integration, user orientation and project collaboration. Regarding the critical issues in realizing a said good quality OBLS, i.e. the data integration between evolving institutions, in this research we have chosen a case study of the use of semantic web technology for inter-institutional data integration. Furthermore, although online government service is not a said commercial/business activity, it should also follow fundamental aspects and best practices at least for two main highlights, i.e. quality definition and ICT governance orientation. We further have formulated the quality definition as the fundamental to lay down the ICT governance orientation (using well-accepted best practice COBIT 5 framework) as basis for our proposition towards a better OBLS implementation in Indonesia.
