Abstract

Performance measurement systems (PMS), as an integral part of management control systems (MCS), could be applied diagnostically and interactively. When employed diagnostically, they are used to compare actual performance against pre-set targets. When employed interactively, they are used to communicate, debate, or challenge the underlying assumptions and action plans that drive an organization’s activities. Performance measurement systems have important roles and functions in controlling human resources, which comprises the processes of measuring, evaluating and rewarding performance. As the need to maintain and improve the quality of intellectual capital i.e., human resources or human capital in a knowledge based industry, such as a university is high, this study will be focusing on performance measurement systems implementation, both diagnostically and interactively, towards a university’s human capital in order to improve university performance in Swiss German University.
